Europe experienced widespread relief on Monday, as the crisis caused by the announcement of a new 28-article proposal for ending the war appeared – momentarily – to have been defused. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Cycle of Peace Talks and Military Action
The succession of contrasting events captured the grim essence of the current period. By day, negotiation efforts are fought: positive announcements are released from various governments. Considerable effort is expended on restraining specific proposals. By night, Russian leadership clearly shows the world that, for them, war remains the main instrument for achieving "resolution".
After-Dark Attacks
As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is equipped to monitor missile launches from Russian territory, a ability afforded by current data. From witness perspectives, defense planes that had been dispatched to intercept incoming cruise missiles streaked across the sky – sophisticated military planes provided to Ukraine by NATO members.
Shortly after, Kyiv's air-defence systems activated: several firings targeted at a hostile projectile. This was a sophisticated defense system at work, probably delivered by Western nations. Every launch shakes the surroundings, causing tremors. The moment of terror quickly transforms into resigned acknowledgment: maybe the approaching threat won't strike its target this time, sparing the city from devastation and further power outages.
Continuous Dangers
Soon after, a automatic firearm engaged a unmanned aircraft somewhere nearby, part of a defensive team – most likely imported technology. Unfortunately, the shots failed to hit the hostile drone – it continued its flight toward its objective.
Periodically, this carried on until dawn. Kyiv faced the early updates: seven people killed, devastation and infrastructure problems in multiple buildings as a result of the night's assault. As customarily, everyone still went about their day – experiencing conflict. But those entire period encapsulated Ukraine's critical military reliance on Western support – a dependence that regional partners are clearly incapable to substitute in the immediate future.
Unsuccessful Negotiations
The detailed framework from US administration provoked deep reactions, controversy and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new initiative from Washington unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually win the battle. This trend will, no doubt, continue.
Strategic Calculations
It is tempting to accuse specific actors of persistently promoting Moscow's conditions. But that does not seem to be the whole story. American leadership operates on a assumption familiar among seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The US administration presumes that it is unrealistic to force Russia to surrender the territory that it presently holds in Ukraine's south or east.
The challenge is that while recognising this factual reality, American administration does minimal to discourage Russia, through words or deeds, from assuming that the status quo will not evolve additionally in its advantage in the months ahead.
Divergent Views
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their motivation to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding people and territory but avoiding a complete military breakdown until conditions improve in its favour.
Existing Situation
Realistically, there are no genuine requirements for a ceasefire. Now, individual motivations are entering the equation: political desires to mediate resolution and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unworkable, so that their priority does not switch to internal issues. And although their mission will now be much harder after current events, it remains quite doubtful that this will change their overall approach.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a mere seven days to terminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, recent disclosures, all did their job.
While new initiatives based on established approaches are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and show specific hesitation to change the course of events, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, largely rely on sustained allied backing.
